The master plan proposed consolidating land ownership to enable construction of larger buildings, so that it attracts residential population on levels above 3F, and that it achieves more flexibility in terms of retail floor sizes. The plan also gave a theme to each of the seven blocks comprising this street so that the development of the entire district can establish cohesive guidelines.
